I have the program Perkins SPI2 2018A on the computer but it asks for the lincens, where can I find this, it can not work with out this

Hi, I have downloade the file and unziped it, it does not work, it comes up wiht message IPWORKSSSL9.DLL is not found. I have uninstaled the program and instaled it again but the same problem. Can you help with what I do wrong ?

Replaces exe file and start perkins. This operation generates an ID hardware.

Paste here for license file.

Extract rar and copy the file in the executable folder.

Run perkins spi2.
